The purpose of this study was to gather evidence for advocacy for safe male circumcision (SMC). The study report documents lessons learned in mobilisation, communication, human resources, and finance planning during the implementation of an SMC programme by the Makerere University Walter Reed Project (MUWRP) in Kayunga, one of the first districts in Uganda to implement SMC on a large scale outside a research setting.
