A growing body of evidence shows that achieving high coverage of HIV services requires both societal conditions that are enabling and people-centred service delivery strategies that integrate other important health and social services. In this report, UNAIDS calls on countries to make far greater investments in global pandemic responses and adopt ambitious but achievable HIV targets for 2025 to get the global response back on track to ending AIDS as a public health by 2030. One of the detailed targets for HIV prevention is to reach 90% VMMC coverage among men and adolescent boys 15 and older by 2025.
